Our plumbing inspector is Joseph Nugent, CPI. He has been employed with the Health Department since 2012.  Prior to coming to the Health Department, Mr. Nugent worked as a plumber for sixteen years.  He currently teaches at the MVCTC as the adult education plumbing instructor and holds a certificate from the Department of Education in Engineering and Industrial Trades.

His hours for plumbing at the Health Department are:

 Monday, Wednesday, & Friday from 8:00am to 4:00pm.

Plan Review Applications & Permits: 

Effective January 1, 2013, the Health Department will no longer hand-write permits.  They will be issued using a computer. You will now have to complete the Plan Review Application (pdf) prior to us issuing the permit.  Please plan to allow 30 days for the Health Department to review your plans. You may submit the plan review applications by mail, fax or in the office.  Please note you will still have to purchase your permits in the office and submit an isometric drawing with the plan review application. Please do not send money with the plan review application.

Plumber Registration

In order for a plumbing contractor to do work in the Darke County General Health District, he/she must be registered with the Health Department and have at the minimum a $20,000 bond.

If the contractor is only installing appliances, they must register as an Appliance Installer.

If the contractor is only installing water and/ or sewer lines, the must register as a Sewer & Water Installer.
