Plumbing Inspector: Lance Begoon, CPI, attended Lincoln Technical Institute and Tri Village High School.   Previously, he worked as a plumbing foreman overseeing residential and commercial jobs.  He has over eight years of plumbing experience.  At the Health Department, he is involved with plumbing inspections, well tests, and water sampling.  He has been employed with the Department since 2007.


Plumbing Code Changes

 

Please note the following sections of OAC Chapter 4101:2-56:

4101:2-56-01 General

Chapters 4101:2-56 to 4101:2-69 of the Administrative Code is known as the “plumbing code” of the “Ohio Basic Building Code” in accordance with rule 4101:2-1-03 of the Administrative Code.

Enforcement of the plumbing code shall be conducted by building departments certified by the board of building standards to enforce the plumbing code, general and city health districts, or the Ohio Department of Health.

The design, erection, installation, alteration, repairs, relocation, replacement, addition to, use or maintenance of plumbing systems and equipment shall comply with the requirements of this code.
 

4101:2-56-02 Special Provisions

The requirements of the plumbing code shall not be construed or interpreted to supersede, invalidate or relieve the owner or user of buildings or structures from the responsibility of complying with the applicable provisions of the rules of the Ohio Board of building standards as follows:

(1) Chapter 4101:2-13 of the Administrative Code (OBBC) entitled “Energy Conservation” for all use group classifications therein listed.

(2) Chapter 4101:2-1 of the Administrative Code (OBBC) entitled: “Administration.”

(3) Chapter 4101:2-34 of the Administrative Code (OBBC) entitled: “Existing Buildings.”
 

4101:2-56-03 Approval

Required Testing: Whenever there is insufficient evidence of compliance with the provisions of this code, or evidence that a material or method does not conform to the requirements of this code, or in order to substantiate claims for alternate materials or methods, the code official shall have the authority to require tests as evidence of compliance to be made at no expense to the jurisdiction.

(1) Test Methods. Test methods shall be specified in this code or by other recognized test standards.

(2) Testing Agency. All tests shall be performed by an approved agency.

Construction documents. The registered design professional shall submit to the code official two complete sets of signed and sealed construction documents for the alternative engineered design.  The construction documents shall include floor plans and a riser diagram of the work.  Where appropriate, the construction documents shall indicate the direction of flow, all pipe sizes, grade of horizontal piping, loading and location of fixtures and appliances.
 

Design approval.

Where the code official determines that the alternative engineered design conforms to the intent of the code, the plumbing system shall be approved.  If the alternative engineered design is not approved, the code official shall notify the registered design professional in writing, stating, the reasons therefore in accordance with rule 4101:2-1-23 of the Administrative Code.
