Application for Ohio Environmental Protection Agency Funding Assistance:
Home Sewage Treatment System (HSTS) Upgrade or Replacement
This application is for existing homes. It is not for new homes or new construction.
It Is ONLY For Homes Located in the Stillwater River Watershed within Darke County.
This application form is to be used when a homeowner is applying to the Darke County General Health District for HSTS funding assistance from the Ohio EPA in the form of a low interest linked deposit loan from the Ohio EPA Water Pollution Control Loan Fund (WPCLF).
If you are applying for Section 319 loan funding, you must have a discharging or failing septic system. The system to be installed must be a non-discharging system or a discharging system permitted through Ohio EPA. Certain upgrades on aeration or discharging systems do not qualify. Once the Health Department receives your application, the Health Department will be issuing certificates to qualifying applicants on a first come first serve basis. The Health Department reserves the right to change the selection criteria throughout the process. Applicants will be contacted by mail about their application status. Please note that completing this application does not guarantee approval. A permit fee is also required by the Health Department before any replacement or upgrade can take place. The permit fee is dependent upon the type of system to be installed or altered.

Who can Apply to upgrade or replace their system?
If you are a homeowner that lives within the Stillwater River Watershed portion of Darke County and you own an existing home, you can apply. However, you must have a discharging system or a system that is currently failing in order to qualify. Also, with the repairs or replacement recommended by the Darke County Health Department, the system must be non-discharging.
What is a discharging system?
A discharging system is one that has waste discharging off lot by way of a pipe or an outlet tile. An aeration system and a subsurface sand filter are discharging systems, and a system that just has a tank to a tile would also be considered discharging. A system that was installed as non-discharging, such as a leach field, mound system, or drywell could also be discharging if the system is failing and waste is being discharged off lot.
What is considered a failing system?
A failing system is one that is causing pollution, creating a nuisance, or causing a health concern for the occupant of the home or for the surrounding residents. This could include sewage surfacing on the ground and discharging systems.
What kind of loans do you offer?
You can apply for loan money by filling out the Application for Ohio Environmental Protection Agency Funding Assistance. Through the Ohio Water Pollution Loan Fund (WPCLF) homeowners may receive low interest loans to repair or replace their failing septic system. To qualify, the homeowner must submit an application, have a failing septic system and be located within the Stillwater River Watershed portion of Darke County.
How much loan fund money will be available to homeowners with this program?
The total loan fund money for this project is approximately $500,000 over a five year period.
If I am currently building a house, can I apply for loan money?
No, because the system must currently be failing and it must be a discharging system. Therefore, new homes would not qualify.
How much is a Sewage Permit?
The Health Department requires a permit fee before any repairs or replacement can take place. The fee is $300.00 to replace your system and $200.00 to replace part of or to add to your existing system. In addition, an operational permit fee is required each year dependent upon the type of system installed and the maintenance performed. The 2009 operational permit fee is $50.00 for mechanical systems without a service contract and $15.00 per year for conventional. The homeowner must know who will be performing the work before the permit will be issued.
Can I apply for any loans directly through the United States Environmental Protection Agency?
No, in accordance with guidance issued by EPA under Section 319 of the Clean Water Act, Section 319(h) funding decisions are made by the states. States submit their proposed funding plans to the EPA. If a state's funding plan is consistent with loan eligibility requirements and procedures, EPA then awards the funds to the state.
